A standoff between Dutch universities and publishing giant Elsevier is finally over. After a lot more than a 12 months of negotiations—and a risk to boycott Elsevier’s 2500 journals—a deal was struck: For no additional cost beyond registration charges, 30% of research posted by Dutch scientists in Elsevier journals may be open access by 2018.
